The President, Mr James Thwaites from Canada, has indicated that he will aggressively protect the creatures of the sea which are now under his jurisdiction from intrusions by harvesting, fishing and shipping interests. In a far reaching statement, Mr Thwaites indicated that he will exercise every power at his disposal to terminate non-sustainable asset harvesting within the oceans. This power now includes tough economic sanctions against violating nations. The "Universal Declaration of the Rights of Whales" as it is officially known is the first of a series of innovative policy documents which will be binding on member nations. The purpose of the documents is to preserve for the future the well-being of the oceans, and to safeguard its most intelligent beings, the whales and dolphins. The rights of whales are now defined, and can be compared to those of humans. In particular, killing whales will now carry penalties akin to those imposed on people who commit murder, including life imprisonment. Once ratified, the document will also ensure that whales and dolphins will have unhindered access to all areas of the oceans and to schools of fish (in competition with fishermen).
